Ricardo, in consortium with the Indonesian research Institute for Decarbonisation (IRID) and Tax Centre UI as local partners, is implementing a UK Partnering for Accelerated Climate Transitions (UK PACT) Programme on Carbon Pricing in Indonesia. The project is funded by the Foreign, Commonwealth & Development Office (FCDO), it started in July 2022 and is expected to end in September 2025.

As part of the support we provide to the Government of Indonesia, we are looking for an expert on carbon pricing policy to be seconded to the Coordinating Ministry of Maritime and Investment Affairs (CMMIA).

All applications will be processed, interviewed and contracted by the Indonesia Research Institute for Decarbonisation. IRID will provide monthly salary with benefits as IRID’s employee, including tax and BPJS.

Scope of work

You will be seconded to and hosted at CMMIA office in Jakarta, Indonesia, in a full-time basis with possibility to work beyond the office hours when needed. A part time arrangement can be discussed, if necessary.

Tasks/Duties:

  • Direct support to the Deputy Coordinating Minister for Forestry and Environmental Management.
  • Provide technical assistance and research support on topics related to carbon pricing policies within the boundary set by the FCDO.
  • deliver the tasks under the supervision of the Assistant Deputy for the Climate Change and Disaster Management of CMMIA, and in close consultation with IRID and Ricardo.
  • Report directly to the Assistant Deputy for the Climate Change and Disaster Management of CMMIA.
  • Submit a monthly summary of the tasks performed together with timesheets to IRID; send brief updates at any time, if requested;
  • Regularly liaise with Palladium/FCDO and join meetings with Ricardo, IRID and Tax Centre UI, and any other trainings/workshops, as required.

Qualifications:

  • Master’s degree in environmental policy, environmental engineering, economy or law, with demonstrable professional experience; or bachelor’s degree in environmental policy, environmental engineering, economy and law, with extensive professional experience in carbon pricing policies.
  • Demonstrated understanding of Indonesia's regulatory systems and relevant legal and policy related to carbon pricing;
  • Demonstrated understanding of carbon pricing related issues, both at international and national levels;
  • Ability to conduct policy analysis and prepare briefing in limited time and under time-pressure.
  • Able to work independently and demonstrate the ability to also work in a team.
  • Fluent in writing and orally in both English and Bahasa Indonesia, including in formal languages.
