Job Description

Ricardo Defense is seeking a Subcontractor Manager to oversee a major program with the U.S. Army Ground Vehicle Systems Center located in Troy, MI. As a Subcontractor Manager, this position will provide oversight, administration, and coordination of the formulation of subcontract agreements, policies, procedures, methods, operating practices, and performance standards for the company. This Subcontractor Manager position will oversee and collaborate with other management in the preparation of proposals, proposal pre-work, and post award execution.


The ideal candidate for this position will possess government contracts experience with the ability to cultivate subcontractor relationships and ensure the successful execution of the contract. The ideal candidate will also be able to perform successfully both collaboratively and independently with periodic oversight. 


Essential Duties and Responsibilities:

  • Participates in early proposal activities including developing subcontracting strategies, developing written execution plans
  • Manages, reviews and negotiates procurement contract terms, conditions of solicitation, team agreements, subcontracts, and other related procurement agreements. Ensures contract final terms and conditions meet firm policies and procedures requirements. maintain a subcontract database, and closeout. Provides oversight of the procurement contract request for proposal (RFP) process, includes: issuing invitation for bids, requests for proposals, reviewing vendor proposals for alignment with RFP(s), makes recommendations on vendor selection, negotiating terms and conditions, and executing final agreements. Manages cost, scheduling, and technical performance of subcontracts
  • Notifies appropriate management of potential non-compliance and other problems that could have an adverse impact to the company
  • Reviews subcontract modifications and proposals for completeness, compliance, and accuracy
  • Ensures subcontractors are paid in accordance with invoicing procedures, participates in dispute and issue or concern resolution, and ensures compliance with internal and government audits
  • Advises the company regarding legal requirements, customer contract requirements, and government regulations
  • Facilitate effective compliance of supplier agreements and subcontract management in accordance with Prime Contract initiatives, program specific objectives, initiatives, requirements, and subcontracts
  • Effectively assesses supplier contracts and change orders to identify areas of potential non-compliance and other issues that could have an adverse impact to the company
  • A bachelor’s degree from an accredited college or university in an applicable field of study
  • Minimum of eight years of government contracting experience
  • Ability to obtain a Common Access Card, Government Security Clearance and maintain a clearance as required
  • Adept knowledge required of FAR, DoD, and other federal agency clauses and provisions form prime contract to subcontract
  • Excellent analytical and communication and presentation skills
  • Excellent written communication skills and ability to present standout presentations
  • Ability to effectively collaborate in multidiscipline engineering environments
  • Good technical leadership, planning and organization/control skills
