The Energy Practice comprises a group of highly experienced professionals specialising in techno-economic and management consultancy services for the energy sector, with particular emphasis on the power sector, including least-cost investment planning, renewable energy, regulation and smart networks. Projects are split almost equally between the UK and overseas – the practice has undertaken assignments in nearly 100 countries. We have a broad range of clients, including multi-lateral lending agencies, governments, regulators, electricity companies, natural resources companies and private. In the UK the practice is involved in pioneering assignments working closely with distribution companies, universities and leading companies in the application of smart technology to improve the utilisation of electrical distribution systems. Our strength lies in our ability to combine strategic, financial/economic and technical advice as an integrated consultancy service to public and private sector clients.
We wish to grow and develop the skills and expertise of the Energy Practice within Ricardo Energy & Environment, in line with our plans for the development of the practice. Therefore, we are seeking an International Electricity Economics and Tariffs Expert with the ability and potential to drive and participate in this growth.
Candidates will be responsible for leading, managing and participating in cost of service studies and tariff design for power utilities internationally. This will include taking responsibility for developing financial models for power utilities and the modelling of tariffs to ensure the financial viability of the utility companies. You will be expected to travel internationally to present the results of studies to senior utility managers, government officials and Project Officers from international lending agencies. In addition, it is also expected that candidates will play a key role in managing key client relationships and the preparation of winning proposals in their area of expertise.
Key competencies and experience:
An engineer or energy economist with proven experience of tariff design and implementation in electricity utilities internationally. The individual should be experienced in the management of cost of service studies, the development of cost-reflective tariffs for utilities, and the development of economic regulatory frameworks for tariff setting and review. Prior experience across a variety of power markets internationally, including in sub-Saharan African countries, is essential. Experience in leading economic and/or financial analysis of power sector projects, and/or contributing to the development of least-cost development plans for power generation, transmission and distribution systems would be an asset.
